Sheriff Rand Henderson is a native Texan and lifelong public servant with both law enforcement and corrections experience. He has served the Montgomery County community since 1994 and was sworn into office as Montgomery County Sheriff on January 1, 2017. Sheriff Henderson was reelected in 2020, and is now running for a third full term.

He holds a Master Peace Officer Certification, Law Enforcement Instructor License, Crime Prevention Inspector License, and a Texas Jail License. He also holds a Bachelor of Science and Master of Science both in Criminal Justice from Sam Houston State University. He is a graduate of the FBI National Academy and the Leadership Command College.

Sheriff Henderson is a certified Constitutional Sheriff. He explains, “Being a Constitutional Sheriff means standing in the gap between the people I represent and overreach from the federal government. My difficult decisions are made from a liberty-first perspective that aims to preserve individual freedoms that are given to all by God.”

 

What does the Montgomery County Sheriff’s Office do?

The Montgomery County Sheriff’s Office provides public safety, which is government’s first responsibility. “As your elected Sheriff, I am responsible for countywide law enforcement services, operating the county jail, and providing courthouse security,” Sheriff Henderson explains. “It has been my honor to serve our community as Sheriff for the last seven years and I am proud of all the office has accomplished.”

 

Goals & Strategic Plan

Sheriff Henderson has three major goals for his administration, which are outlined in the Montgomery County Sheriff’s Office 2023-2026 Strategic Plan

  1. Reduce Crime and the Fear of Crime.

  2. Provide High Quality Professional Service.

  3. Prepare for the Population Growth.

There are 16 strategies that the Sheriff’s Office has worked on to achieve these goals. The Strategic Plan sketches out the ways in which the Sheriff’s Office will focus its efforts, including:

  • Improved community relationships to “strengthen community-oriented policing efforts.”

  • “Enhanced collaboration with federal agencies regarding cross-border crime” and strengthened intelligence sharing.

  • Using technology by “leveraging data analytics to enhance operational efficiency and effectiveness.”

“Community-oriented policing” helps the Sheriff’s Department work cooperatively within specific areas of Montgomery County, thus allowing them to be more effective in identifying and apprehending suspects.

 

Accomplishments

Sheriff Henderson has sought out the best talent in the field of law enforcement and forensics. One example is his hiring of Celestina Rossi, who is the President of the International Bloodstain Pattern Analysts and works as a Senior Crime Scene Investigator with the Montgomery County Sheriff’s Department. Rossi is recognized nationwide as a renowned bloodspatter expert.

Henderson has also designed a structured, comprehensive training program to improve and modernize the operation of our local Sheriff’s Department. The most current and best training is available for his staff, and is mandatory in many cases. There is also a state-of-the-art indoor shooting range to ensure that officers are safe and proficient in the use of their weapons.

Sheriff Henderson has been an innovator which is demonstrated with his creation of the Montgomery County Sheriff’s Office Real Time Crime Center. This program was implemented to evaluate and preemptively address potential threats, as well as to assist in tracking down fugitives.

The Montgomery County Sheriff’s Office Real Time Crime Center delivers actionable intelligence data to deputies in the field. This information can then be used in the prevention and solution of crime and to enhance the efficiency and safety of deputies. Intelligence Analysts work together to access multiple commercial and government databases, review and link disparate data elements, then rapidly deliver results. This allows first responders and investigators to spend less time researching information and more time in the field helping the public.

When Henderson took office, he also immediately introduced a “Zero Based Budgeting” practice to ensure that money was not being wasted. He then improved the promotional process to make it merit-based and more objective than it had been in the past.

Additional accomplishments include the addition of mental health care and a chaplaincy program for employees, specially trained response to mental health issues in our community, and enhanced mental health care for inmates in order to prevent jail suicides.

“We have added new facilities, increased pay and benefits, and brought new tools and technology to the agency,” he says. “Working with the community is our top strategy and partnering with our citizens to work together is something we strive for every day.”

“I ask all our citizens to get involved with the Sheriff’s Office. You can attend the Citizen’s Academy, volunteer with Crime Stoppers, or just say “thank you for your service” when you see a Deputy at a local restaurant.”
